The 27-story Windrose Tower is part of the $3 billion Legacy West development at the Dallas North Tollway and State Highway 121 in West Plano. Astoundingly, the luxury high-rise sold 65 percent of its 99 units before builders have even finished the top floor. The building started construction in mid 2017.
